- Competent authorities, where required by law (including FINTRAC, courts or supervisory authorities), or to protect our rights and our clients’ security.
5. International transfers
As our business is international, your data may be processed outside your country, including in Canada, France (website hosting), the United States or the countries of the corridors involved in your transactions. We put appropriate contractual safeguards in place to ensure an equivalent level of protection.

After these periods, data is deleted or anonymized unless the law requires otherwise.
7. Security
We apply appropriate technical and organizational measures: encrypted communications, access control, logging, and careful selection and oversight of our providers. No system is infallible, so we cannot guarantee absolute security, but we will notify you of any incident where the law requires it.
8. Your rights
Depending on the applicable law — including the Personal Information Protection and Electronic Documents Act (PIPEDA) in Canada, Quebec’s Law 25, Côte d’Ivoire Law No. 2013-450 on personal data protection or the General Data Protection Regulation (GDPR) — you have rights of access, rectification, deletion, objection, restriction and portability, and the right to withdraw your consent. 1. About us
We are DEV STUDIOS, trading as Send Chap:
- a limited liability company (sarl) under ivorian law, established at Cocody Riviera Palmeraie, Abidjan, Côte d’Ivoire;
- a fintech providing the public with a mobile app for money transfers between Mobile Money networks;
- a payment service provider on its own behalf and/or on behalf of payment service providers;
- a distributor and technical operator of electronic money.
Send Chap is not a bank: its services rely on partnerships with duly licensed banks and institutions. In this document, “we” means Send Chap and “you” the user or client. We act as controller of your personal data and have appointed a data protection officer approved by ARTCI.
2. Purpose and scope
This policy explains which data we collect, why, and how we process, store and share it. It applies to users of the Send Chap app, visitors to our websites and people who contact us. The policy for our employees and applicants is provided to them separately.
By using our services, you acknowledge this policy and consent to the processing that relies on your consent.
3. Data we collect
- Direct collection, under our contract: identity (names, date of birth, ID document, photo), phone number, email, address, transaction data (amounts, beneficiaries, networks used), bank details where applicable.
- Indirect collection: technical data about your device and use of the app (technical identifiers, connection logs, IP address).
- Data from partners: information from Mobile Money operators, payment institutions and identity verification providers needed to execute your transactions and meet our obligations.
4. Why we collect your data
We process your data for five main purposes:
- Providing and operating our services (performance of the contract).
- Managing the customer relationship and support.
- Meeting our legal and regulatory obligations: anti-money laundering, counter-terrorist and proliferation financing, international sanctions and embargoes, fraud prevention, tax and accounting obligations.
- Managing the data transfers needed to execute your transactions.
- Running our financial management and accounting.
5. Who we share your data with
Within the limits allowed by regulation, your data may be shared with:
- authorized Send Chap departments and staff;
- our providers and subcontractors acting on our behalf;
- regulators and supervisory authorities, financial and judicial authorities, and public agencies in Côte d’Ivoire, where required by law;
- certain regulated professions (lawyers, notaries, auditors), in case of litigation or audit;
- our technology partners and payment institutions, including OVH, Bizao, InTouch, Hub2, Wave CI, Moov CI, MTN CI and M Target, which are under contract with us and comply with their own data protection obligations.
6. Where your data is stored
As Send Chap is a company under Ivorian law, your data is mainly processed and stored in Côte d’Ivoire.
Some of our partners are located, or host their data, outside Côte d’Ivoire, including outside ECOWAS (notably in France). These transfers go to countries offering an adequate level of protection, after completion of the required formalities with ARTCI.
7. Retention
Your information, transactions and related documents are kept for ten (10) years, in line with applicable regulation and for our accounting, customer relationship management, defence of our rights and regulators’ requests.
Requests sent through our websites’ contact forms that do not lead to a relationship are kept for three (3) years after the last exchange.
8. Your rights
Under Articles 28 et seq. of Law No. 2013-450 of 19 June 2013 on the protection of personal data, you have the following rights:
- access and information, including a copy of your data;
- rectification and updating of inaccurate, incomplete or outdated data;
- the right to be forgotten and to erasure;
- the right to query the processing concerning you;
- the right to object, on legitimate grounds;
- portability, restriction of processing and control of your consents.
You can exercise most of these rights directly in the Send Chap app, or by writing to support@sendchap.ci. Proof of identity may be requested. You may also contact Côte d’Ivoire’s telecommunications/ICT regulator (ARTCI).
9. Security
Given the nature of the data and the risks, we take the appropriate technical and legal precautions to keep your data secure, prevent it from being altered or damaged and prevent access by unauthorized third parties.
